based in Bogotá, Colombia


The European Forest Institute (EFI) is an international organisation with 30 member countries and around 130 member organisations. EFI undertakes policy support and forest research at pan-European and global level, with headquarters located in Joensuu, Finland. EFI has offices across Europe in Barcelona, Bonn and Rome, and under its International Partnerships Facility, a project office in Kuala Lumpur.


The International Partnerships Facility (IPF) of EFI is a global centre of knowledge and expertise that supports policy and governance reforms to safeguard the world’s forests. It promotes sustainable forest and land use to help protect and restore forests and maximise their role in green economic growth, climate change mitigation and poverty alleviation. It also fosters legal, deforestation-free and sustainable commodity production and trade.


EFI is seeking a Value Chain and Governance Expert to be based in Bogotá, Colombia.


The Expert will support EFI´s work in Colombia as well as other countries in Latin America by providing technical assistance and advisory support on agricultural value chains (in particular coffee and cocoa) to representatives of producer country governments, the EU and its Member States, civil society organisations and value chain actors seeking to comply with emerging legal and deforestation-free market requirements. As part of EFI´s multidisciplinary team, the expert will support policy and technical dialogues with producer country stakeholders in Latin America and co-develop solutions to improve commodity traceability, supply chain transparency and legal clarity while enhancing smallholder inclusion.


Key responsibilities will include:

  • Support the development and implementation of sustainability standards as well as traceability and monitoring solutions that serve value chain actors´ needs with regards to national objectives and emerging legal and deforestation-free market requirements, in close collaboration with government, private sector and civil society in Latin America.
  • Facilitate multi-stakeholder meetings and working groups in Colombia and across Latin America, and foster dialogue to ensure a sound understanding of sustainable commodity contexts and emerging EU market requirements on legal and deforestation-free products, including in relation to producer countries´ relevant legal frameworks and means of compliance.
  • Provide expert advice and guidance to actors involved in sustainable commodity policy dialogues and processes in producer countries in Latin America, and coordinate and build partnerships with relevant organisations to maximise EFI’s interventions’ impact and uptake.
  • Support outreach and dissemination of information on sustainable commodity policy dialogues and lessons learnt, including on producer country efforts and progress towards emerging legal and deforestation-free requirements.
  • Follow national, regional and international processes and initiatives related to sustainable commodities and engage in relevant forums and working groups.
  • Produce strategic insights, policy, technical and other in-depth analyses, guidance, briefings, and lessons learntto inform national and EU stakeholders.


Duty Station and travel

The Expert will be based in Bogotà, Colombia, with occasional travel in Latin America and to Europe.


Conditions of engagement

The Expert is expected to work ‘full-time’ (complete working weeks) over the contract period which will be 2 years.


The Expert must ensure that they have the right to live and work in Bogotá, Colombia from the commencement date of the contract. The Expert will be provided with appropriate equipment and supplies to conduct their work. The Expert will be paid an hourly rate, which includes all personal costs necessary for implementing the tasks (e.g. organizing appropriate health insurance).

Job requirements

Qualifications

  • Minimum of five (5) years relevant working experience in agriculture, forestry and/or natural resource management, value chain management, land-use governance, or related field, of which at least three (3) years in producer countries in Latin America, either through permanent residence in the region or frequent travelling.
  • University degree in natural resource management, forestry, agriculture, environmental science, international relations, economics, or a related and suitable field. MSc/MA or higher degree is an asset.
  • Working knowledge of agricultural supply chains, in particular in relation to traceability, legality and sustainability challenges such as deforestation and land-use rights.
  • Knowledge of the EU Regulation on Deforestation-free Products (EUDR) and understanding of its technical implications for operators and other value chain actors, in particular smallholder producers.
  • Demonstrated experience in engaging and facilitating dialogue with different stakeholders (governments, industry, civil society) on politically sensitive issues in producer countries in Latin America.
  • Excellent communication and interpersonal skills, with the ability to articulate complex issues effectively to diverse audiences.
  • Strong team player and problem solver, with the ability to take initiative and work effectively in a dynamic, multidisciplinary and multi-cultural environment.
  • Professional proficiency in written and spoken Spanish and English. Proficiency in Portuguese is an asset.
